Is this tape suitable for exterior use on a Canal Narrow Boat ?

Anti-slip tape can be used indoors and outdoors alike. The surface it's being applied to, should be clean and dry, and relatively smooth. If the timber is painted and in good condition the tape will adhere well. If the timber is damp or get's soaked from beneath, the moisture will affect the adhesive, so in this case it would't be properly effective. Hope this helps, just call if you need any more info.
